According to the information-sign, the runic text says that :
May the horn wet this stone. May it harm the hay/grass, but lie (peacefully) in a fight.
Hence the text is a manual on how to use it ! "Put water into the horn (in which the whetstone is carried), and wet the whetstone before you use it."
